History of Dr. Manuel Hornedo

 

Dr. Manuel Diaz Hornedo was born in El Paso on June 11, 1903.  He attended El Paso public schools and graduated from El Paso High School with a scholarship award to the El Paso Junior College, from where he graduated with a Texas State Education Agency Teaching Certificate.  He taught at the El Paso Technical Institute for two years and initiated radio instruction for the El Paso Public Schools in 1929 by giving a 36 lesson course over Station KTSM in beginner’s Spanish.  He attended Texas School of Mines for two summer sessions and then transferred to the University of Texas at Austin where he received his B.S. degree and was awarded a scholarship to the Medical Branch of the University of Texas, at Galveston.

 

After receiving his M.D. degree, he joined the United States Public Health Reserve and started to work for the El Paso City-County Health Unit in 1933 as Assistant Director in charge of clinics (well baby, maternity, venereal diseases, and tuberculosis) and the Prisoner Medical Service at the El Paso city and county jails.  Later he was named El Paso Police Surgeon for Emergencies and was awarded an honorary badge with the rank of Captain.  He continued his work with the El Paso City-County Health Unit and was promoted to First Assistant to the Director.  Upon retirement of the Director in 1952, Dr. Hornedo was appointed Health Officer for the City and County of El Paso and Director of the El Paso City-County Health Unit.  At the same time, he was also appointed Texas State Health Department District Director for El Paso, Hudspeth, and Culberson counties.  He held these positions for over 30 years until his retirement in 1969, with the title of Director Emeritus.

 

Dr. Hornedo continued his connection with the State Health Department as clinician in charge of several well baby clinics and maternity clinics until his final retirement in 1983.  Thus his connection with the El Paso City and County Health Department lasted for over 50 years.

 

He also retired in 1967 from the United States Public Health Service, Commissioned Officers Corps, with the rank of Medical Director.

 

In 1971, Dr. Hornedo was awarded the Honorary Degree of Doctor of Philosophy in the Administration of Public Health.

 

As Director of a small cancer research laboratory that he had established in 1935, the Hornedo Institute of Cancer Research, he wrote many scientific papers on the origin of the cancer cell, and proposed one type of adjunct cancer treatment, following surgery or other forms of treatment, to prevent metastases.

 

He also did research work on the human thymus gland for over 40 years, and it seems that his work has become very important in the determination of the etiology and treatment of AIDS and other diseases of the immune system.

 

Dr. Hornedo was married for 48 yeas to the former Maria Luisa Escajeda.  Their children include Jose Manuel Hornedo, Mercedes Guzman, and Teresa Hornedo, all of El Paso; and Cecilia Hornedo of San Francisco, CA.  He has two sisters, Celia Gonzalez and Consuelo Silva, both of El Paso.  Today, there are many nieces and nephews and grandsons living in El Paso.

 

ATTENDANCE POLICIES AND PROCEDURES

 

In an effort to ensure the safety of all of our students, we require identification BEFORE releasing a student to anyone. 

 

Please keep in mind that emergency cards that were filled out by parents are for emergency purposes only and cannot be used to authorize the picking up of a student for any other reason.

 

Any student being picked up for appointments or other reasons by someone other than their parent or legal guardian (ex. Step-parent, Grandparents, siblings, etc) MUST provide written permission by parent/legal guardian along with a copy of parents’ drivers’ license or I.D. attached to the written permission.  In addition, the person picking up the student must provide identification.

 

Absences totaling 3 consecutive days require a doctor’s note.  Doctor’s notes MUST be turned in within 5 days of the last absence.  Out of town absences are generally unexcused unless prearranged and approved by an administrator.  Parents or legal guardians MUST call in an absence.  Call-ins by student, brother, sister, etc. cannot be accepted.

 

Students with doctors notes with limitations such as no PE, elevator use, etc. MUST be seen by the Nurse first.

 

School district policy provides that absences are excused for illness, family emergencies, and school closings.

 

AWARDS Awards assemblies take place at the end of the year.  Any “U” will keep a student from being included on A and AB Honor Roll and related Honor Roll activities for that six weeks.  A student who receives 3 or more “U’s” within the 1st 5 six weeks will not receive an award at the awards ceremony.  If a student is placed in In-School Suspension (ISS) or Discipline Alternative Education Program (DAEP) at the time of the awards ceremony, the student may not attend the ceremony.

 

BACKPACKS – Students are allowed to bring backpacks to and from school only.  No backpacks are allowed in the classroom.  Backpacks will be left in the student’s hall locker.  Backpacks are not allowed in physical education class. 

 

BICYCLES - Students are allowed to ride bicycles to and from school. Before entering and exiting the Hornedo campus, the student must walk his/her bicycle on to/off of the campus and into/out of the bicycle rack area. Safety rules must be followed at all times or bicycle privileges will be revoked. Students must provide bike chains and/or locks. A reminder that bicycles are the only mode of transportation, other than an automobile, that may be used on, to, from campus. Skateboards, roller blades, shoes with wheels, scooters, etc. are not allowed on campus, parking lots, or sidewalks.

 

BINDER - Students must have a three-ring binder with paper, pencil and pen. Dividers for binders are recommended for better organization. These supplies must be purchased by the student for use throughout the school year. Teachers will not supply these materials to any student. It is the student’s responsibility to attend class with necessary textbooks and required materials.

 

BOOKROOM - Hours are from 7:30 A.M. - 4:00 P.M. Each lost book which is returned to a student by the book room clerk may be assessed a fine.

 

CAFETERIA- Bring your lunch, eat in the cafeteria, or buy from the snack bar. Please remember to return or dispose of all utensils and trays, lunch sacks, and napkins to the proper places. We want to strive to keep the building and grounds clean at all times. If at any time a student is misusing the cafeteria, he/she will be expected to complete his/her community service hours (lunch detention) for the school by assisting the custodial staff for the last 10-minutes of a lunch period. Any student participating in lunch detention will not be allowed to use the snack bar. Community service hours are based on an individual basis. NO food is allowed outside the cafeteria.  Parents may only bring lunch to their child.

 

CELL PHONE USE- Emergency phone use may be given by administration or counselors.  The District prohibits students from using paging devices (any telecommunication device that emits an audible signal, vibrates, displays a message, or otherwise summons or delivers a communication to the possessor including but not limited to cell phones, other telecommunication devices) while participating in school-sponsored or school-related activities on or off school property during the instructional day and while instruction is being conducted.  If your child brings a cell phone to school, your child should leave his/her cell phone turned off and in their hall locker.  Cell phones will be confiscated if the above District policy is violated, and a $15.00 charge will be applied to have the cell phone returned to the parent on Friday afternoons. Also, see unauthorized electronic and telecommunication devices.

 

CHEERLEADERS:  Hornedo cheerleading squad is composed of nine members.    In order to be eligible to try-out, the student cannot have any disciplinary referrals to the office and must maintain a “B” average in each core subject for the first five grading periods.  Try-outs are held in April.

 

CHEATING – Cheating of any kind, will not be tolerated. This includes but is not limited to, sharing and/or copying work using computer software to copy or download and/or transfer assignments to another student, etc.  This type of activity will result in a zero for that grade and a “U” in citizenship for that six weeks for all students involved.

 

CONFERENCES-In order to address your concerns; please follow the suggested protocol:

Teacher Conferences - Should you need a conference with a teacher(s), call the office and the message will be given to the teacher or e-mail the teacher.

 

Administrator Conferences - Parents are to schedule conferences with administrators through the main office. Administrators are on duty before school, during lunch, and after school for ground duty.  Please schedule conferences in accordance with the duty hours of the administrators. *Note:  No administrative conferences will be scheduled throughout the lunch shifts.

 

Delivery of Student Gifts: We can not accept student gift deliveries of any kind - (ex) balloons, baskets, flowers, etc.

 

Disciplinary Explanations:

 

Detention and/or Community/School Service - A student may be required to serve detention before/after school or during lunch. The amount of time is determined by the teacher and/or administrator. Possible reasons for detention may be: tardiness, disruption in class, halls, cafeteria, or other violations to the Student Code of Conduct.  It is the responsibility of the students to inform the parent of the detention time and date. Any student who is assigned detention will have a twenty four hour notice and receive the notice in writing.   

 

In-School Suspension (ISS) – This refers to a separate designated classroom in which the student is placed to complete his/her regular class assignments and any additional assignment given by the ISS teacher. It is the student’s responsibility to make sure that all regular class assignments are completed.

 

An administrator may place a student in the ISS classroom for a limited period of time for: persistent misbehavior, no-show for detention, disruption in/out of class, insubordination, rude/disrespectful behavior or not following the District/School Code of Conduct.  In-school suspension may limit field trip or any other privileges.

If a student is in ISS on a non-uniform day, he/she MUST wear the school uniform.

Suspension - A student may be suspended from school for violations of the Student Code of Conduct.

 

Disciplinary Alternative Education Program (DAEP) - This is a self-contained classroom in which the student is placed for a minimum of 6 weeks. The dress code guidelines are navy or khaki pants, a long sleeve white button up dress type shirt and a black tie. NO club/athletic/etc. shirts are allowed while in DAEP. The student will receive a new schedule and will receive direct instruction from a certified teacher. DAEP students are not allowed to attend any school or school-sponsored activities.  DAEP students are not to be on any EPISD school campus except when arriving and departing school and for attendance purposes only.  Placement in DAEP results from a student not following the District/School Code of Conduct. No VISA card will be issued to an Alternative Program student. This includes any DAEP students exiting the DAEP classroom.  Students may receive after school detention, community service, and/or other reasonable consequences for classroom or school violations while in DAEP.  At no time during DAEP placement are students to be out of uniform.  Parents of DAEP students are responsible for transportation to and from school based on the DAEP school hours.

·         NOTE TO ALL STUDENT TRANSFERS: If there are any problems with discipline, attendance, or low grades due to lack of effort, TRANSFER PERMISSION MAY BE REVOKED.

 

DRESS CODE-Public schools are delegated with the responsibility of educating students and maintaining an effective and orderly environment conducive to learning.  American public schools are facing violence on campus at an unprecedented rate.  The National School Board Association estimates that approximately 135,000 guns are brought to America’s 85,000 public schools on a daily basis.  To counter violence in classrooms and to improve the quality of education, dress codes are being implemented throughout our nation’s public schools.  Dress codes promote school safety by decreasing school violence and serve to enhance the learning environment of schools. 

 

Many public school administrators maintain that dress codes reflect community values and create a positive educational environment.  According to educators, dress codes promote student self-respect, maintain classroom discipline, discourage peer pressure to buy extravagant clothing, and make classrooms safer.  (M. Madrid, E. Garcia, Modrall, Sperling, Roehl, Harris, and Sisk, P.A.).

 

Hornedo Middle School follows a dress code.  Please see attached Dress Code information sheet for specific guidelines. Violation(s) of the dress code will result in disciplinary action.

 

ELECTRONIC DEVICES: PROHIBITED. If an electronic device is confiscated, a $15 fee will be charged.  They will be released only to a parent on Friday afternoons.  This includes IPods, digital cameras, CD Players, MP3 Gameboys, among others.  If a student brings one of these items to school and it is lost or stolen, the school will not be held responsible nor will the school conduct an investigation. 

 

 

FAMILY VACATIONS - Family vacation absences are not excused under EPISD policy. Make-up work MAY BE COMPLETED AT TEACHERS’ DISCRETION.  NO ADVANCE WORK WILL BE GIVEN. This does not apply to family emergencies or illness.

 

FORGOTTEN ITEMS If a child forgets to bring an item to school, please bring the item to the office to be held. We have limited resources for delivery of items and we cannot disturb class. A student will not be called out of class to pick up forgotten items.  Therefore, it is the student's responsibility to check between classes or at lunch in the office, as he/she will not be allowed out of class to call or check.

 

GUM - No gum chewing allowed on campus.  A teacher will issue a “U” in deportment on the 3rd violation, per grading period.

 

GUNS OR Toy LOOK-ALIKE GUNS – These items ARE NOT ALLOWED on campus.

 

Hair-  No distractive hairdos are allowed.  This includes mohawks or unnatural hair colors.

 

ILLNESS AT SCHOOL – Hut Brown Middle School has a full-time school nurse on duty. If a student is injured or becomes ill while at school, he/she should report to the nurse's office for treatment. The nurse will contact the child's parents if he/she needs to go home or receive further medical attention. Students should not call or text parents directly or leave campus without checking out through the nurse and the attendance office.  Any student that leaves campus without checking out through the nurse and attendance office will be marked truant for the remainder of the day.

 

INJURY PERTAINING TO PHYSICAL EDUCATION CLASS

1. All students must suit out when recovering from injuries when possible.

 

2. If a student needs to be excused from Physical Education class, a parent must send a written note on the day to be excused. DO NOT "CALL IN" a Physical Education excuse, as we are unable to communicate this information to the designated coach. It is the student’s responsibility to have the Nurse sign the Physical Education excuse during Advisory Class.

 

3. For EXTENDED PHYSICAL EDUCATION EXCUSES OF MORE THAN 3 DAYS, a written note is required from a physician's office licensed to practice in the State of Texas, documenting the nature of impairment and the expected amount of time for recovery.  The note must be given to the nurse.

 

4. Students must participate as much as can be tolerated. Substitute activities or assignments will be found for "those students who cannot participate in the regular curriculum. For example, a student that has an injured hand, may be asked to walk laps.

 

5. A student will not be allowed to return to activity until released by the doctor, or until the note has expired. For example if a student has an injured thumb, but says he/she can do push-ups without pain, the student is still not allowed to do the activity. The student may not feel pain, but they may be risking re-injury.

 

6. All students must earn a grade. If they cannot do any activity, they will be asked to write a report or do written work. Students may also be sent to the library. If a student is sent to the library, he/she will be given an assignment to complete while in the library.

 

7. If a student cannot participate in Physical Education on a designated day (s), the student will not be allowed to participate in other physical school activities (cheerleading, football, basketball, etc.) on that day.

 

LOCKERS - All students will be issued hall lockers in the main building as well as in the gym locker rooms. Each student will be expected to furnish his/her own lock for the hall locker and for the physical education locker. It is important that the student remember his/her locker key/combination each day. We require that students give their advisory teacher a key or combination to the hall locker and the PE teacher a key or combination to their PE locker.  This saves the expense of having to cut the lock and replace it. (Note: If a student places his/her lock on a locker not assigned to him/her, the lock will be cut off at the owner's expense). Students will be responsible for ALL items in their lockers. In order to improve the safety of students’ possessions in the locker, students’ must check to ensure the lock is properly closed.  Students’ are expected to keep their lockers locked at all times except when being used.

 

Students MUST label all uniform clothing, accessories, personal property, and textbooks.  The school can not be responsible for student’s belongings.  If a student has an approved item stolen, the student should promptly file a report in the office for administrative investigation.  Not all investigations are guaranteed to return items to student.

 

In order to be fair to all students, teachers will rotate top and bottom lockers at semester.  Lockers are to be kept clean and neat. Students are not allowed to share lockers without teacher approval because this can lead to thefts and lost property. Jewelry purses, all electronic devices, and large amounts of money or valuables should be left at home.  BRING THESE ITEMS AT YOUR OWN RISK!  These lost/stolen items will not be investigated.

 

LOST AND FOUND – It is located in the bookroom. Any items are not collected before Winter Holidays and again at the end of the school year will be donated to charity groups. Students should periodically check the Bookroom for lost and found items.  To aid in the recovery of all lost items, all items of clothing and school supplies should be permanently labeled.

 

LUNCH PROCEDURES – Hornedo is a closed campus. This means that students are not allowed to leave the campus during school hours, unless accompanied by a parent for a doctor's appointment, etc.  Students are required to remain at school during lunch unless they have been issued a lunch pass.

 

LUNCH PURCHASES – Applications for lunch programs may be picked up at the main office or in the cafeteria.  Please return completed applications to the cafeteria only.  See the Nutrition Clerk if you have any questions.  Parents, for your convenience, student monies may be deposited in your student’s lunch account by cash/check sent in with the student and paid to the lunchroom clerk before school.  Include student I.D.# on checks.

 

MEDICATIONS AT SCHOOL-  All medication, including over the counter (OTC) medications to be given by the school nurse, will require both a written order from a physician licensed to practice in Texas and a signed permission form by the parent.  Medications from Mexico cannot be administered.  Doctor’s written orders must include student’s name, physician’s name, current prescription date, amount of drug to be given, frequency of administration and rout of administration. 

 

Medications brought to the nurse’s office must be in the original container.  Over the counter medications need to be in an unopened sealed container.  Please check the expiration dates to ensure medications has not expired.  The only medications that can be carried at school with written orders from parents/physicians are inhalers, epipens and insulin.  Students cannot carry medications or self-administer medications on campus unless it is one of the above medications authorized by Texas codes.

 

All medication orders must be reviewed yearly.  If a medication is to be discontinued, a written request from the physician/parent to discontinue the medication are required.  All medication that is discontinued needs to be picked up by the parent within one week or it will be destroyed. 

 

 

ASTHMA INHALER-If inhaler is to be carried at school, the nurse needs doctor’s order specifically stating “student can carry an inhaler while at school.”  (Doctor’s orders need to be renewed EVERY school year.

 

          ADD/ADHD MEDICATION-A doctor’s written order is required each time dosage is adjusted.  If you wish teachers to be aware of your child is on medication for ADD/ADHD, please notify them the first week of school. (Doctor’s orders need to be renewed at the beginning of each school year).

 

          Special Needs/Orders-If your child has diabetes, the nurse will need state mandated forms filled out by the parent and the physician that specify various important instructions regarding glucose monitoring, ketone testing, insulin administration, etc.  Any special procedure/treatment to be done at school by the school nurse will require a doctor’s order and signed parent permission form.

 

          For your information: As per state law, all students will be screened for vision/hearing and Acanthosis Nigricans (a skin marker that may signal high insulin levels that create the potential risk of developing Type 2 diabetes).

 

All students will be screened for Scoliosis-an abnormal curvature of the spine.  This will normally happen during their 6th grade year. If your child is already under the care of a physician for Scoliosis, please provide this information to the nurse.

 

          PREFERENTIAL SEATING-If preferential seating is needed due to vision/hearing impairments; notify nurse and teacher FIRST DAY of school.

 

          EMERGENCY CARDS-The emergency cards are of VITAL importance.  They will be sent home the 2nd week of school.  Please be sure to provide name of hospital and all emergency contact numbers and sign card.  Please follow-up and ask if the emergency card was turned in.  Many times cards are kept in lockers or binders.  THE NURSE NEEDS THESE CARDS IN HER OFFICE AS SOON AS POSSIBLE.

 

          CONTACT LENSES-If your student wears contact lenses be sure a contact case with solution is kept at school in case there is a need for removal.

           

          P.E. RESTRICTION-Any long-term Physical Education (PE) restrictions require a written order by a Texas licensed doctor that states the length/type of restrictions. A parent can excuse their child from PE for up to 3 PE days without a doctor’s note. Phone calls requesting a child be excused cannot be accepted.

 

NATIONAL JUNIOR HONOR SOCIETY- Hornedo has an 8th grade National Junior Honor Society.  Seventh grade students, who meet standards of scholarship, service, leadership, and character are invited to apply.  Students are selected to be members by a five-member Faculty Council, appointed by the principal, which bestows this honor upon qualified students on behalf of the faculty of our school each spring.  To be considered for membership, seventh graders must have a cumulative grade point average of 92.0 or better for the first four grading periods of the 7th grade school year and must meet specific criteria set by the Faculty Council.  Students who do not complete and return the form by the deadline will no longer be considered for invitation. In order to help evaluate the areas of service and leadership, each of these students will be given an information form that they will be asked to complete and return to the school office.  In addition to the student’s form, members of the faculty are solicited for input. Referrals for disciplinary actions will also be evaluated for selection. The Induction Ceremony for the seventh grade will be held in May. 

 

PARENT PORTAL- The portal provides parents with online access to information on their EPISD-enrolled students in near real time. Parents will be able to view their child’s attendance, classroom assignments, and grades; additional information will be added to the portal over time. Parents will also be able to contact teachers directly by e-mail.

 

The parent portal provides specific information on student assignments, class participation, quizzes, tests, and overall academic progress. Parents will be very informed about the academic activities of their children, and thus be able to be more involved as a result. The portal also facilitates better communication with teachers, and could well change the frequency and dynamics of parent – teacher conferences over time. Teacher e-mail addresses will soon be provided within the portal and parents are encouraged to use this communication tool, of course maintaining a professional level of dialogue.

 

P.E. CLASSES – Students are responsible for daily suiting out for physical education class. 8th grade students participate in physical education class for a semester and a computer literacy class for a semester.

 

PHONE MESSAGES - Only EMERGENCY messages will be delivered. Students are advised to check the front office for possible messages. 

 

PROGRESS REPORTS - Progress reports will be sent to parents at the three-week period in between report cards, or when the teacher feels it is necessary. It is the student's responsibility to deliver progress reports and all school correspondence to his/her parents. Failure to return signed progress reports may result in disciplinary action, which will be determined by the individual teacher.

 

PURSES - Purses are not allowed in the classroom.  Purses are to be left in lockers.  When a student needs a purse for personal reasons, the teacher will allow the student access to the locker before proceeding to the restroom. The purse should NOT exceed 5 X 8 inches.  Purses may be carried during lunch.

 

RECORD REQUEST - A 24-hour notification is required in order to release any records. A charge will be applied for copies of any documents.

 

SCHOOL DANCES-For student safety, pick up your children on time to ensure that he/she is supervised.

 

  • Attire: All attire must follow school policies on dress code guidelines in Hornedo Handbook.
  • If a student requires disciplinary action the week of a dance, dance attendance privileges can be revoked.
  • No handheld lights or similar instruments are allowed at dances.
  • Dance times and attire will be announced throughout the year.
  • Parents should be aware of drop off and pick up times for safety reasons. 
  • Only Hornedo students may attend dances. I.D. may be required.
  • For safety reasons, no food or drinks will be allowed in the cafeteria during the dances. Drinks and candy will be sold in the cafeteria hallway and must be consumed before returning to the dance.
  • Break dancing or any other types of dancing that may be dangerous or unacceptable WILL NOT BE ALLOWED. Any student involved in dangerous or unacceptable dancing WILL BE REMOVED FROM THE DANCE, and disciplinary action will be taken.
  • No Disciplinary Alternative Education Program (DAEP) student will be allowed to attend a dance while assigned to the DAEP.

 

*At any time, a student may have dance privileges revoked as a form of disciplinary action.

 

SCHOOL PICTURES - School pictures are taken twice a year. The first scheduled time is in the fall, and pictures must be prepaid if students want to purchase the pictures. These pictures are used for our records and the yearbook. Retakes will be taken a month later for those students who were absent or did not like the pictures they purchased. The second time for pictures is in the spring. There are no retakes for this set of pictures.

 

SKATEBOARDS/ALTERNATIVE TRANSPORTATION METHODS –Roller blades, roller shoes, scooters, skateboards or any other like device are not allowed on school premises.

TARDIES – Tardiness to class is unacceptable.  Disciplinary measures will be taken if a student is persistently tardy.  Excessive absences will result in a court warning and/or court attendance by the parent’(s) and student.  On the third unexcused tardy to a class, the student will receive a “U” in deportment for that six weeks.  This will be documented on a class by class basis.  The fourth unexcused tardy in any one class will result in a disciplinary referral to the office. Tardy sweeps will be conducted randomly by the Administration.

 

TEST/HOMEWORK WILL NOT BE GIVEN IN ADVANCE OF AN ABSENCE.  A REQUEST FOR HOMEWORK WILL BE GIVEN ONLY AFTER 3 DAYS OF EXCUSED ABSENCES.

 

TEXTBOOKS - All textbooks are loaned to students for their use during the school year. Books for each class are generally issued to students, the first week of school and are expected to be turned in at the end of the year in reasonably good condition.

 

Students are expected to keep their books covered at all times and to handle them with proper care. This includes not writing in the books or defacing them in any way. Although textbooks are provided to school districts free of charge, all books which have to be replaced must be paid for by the district.

 

Therefore, books which are lost or damaged must be paid for by the student to whom they were issued. Also, fines will be assessed to students whose books have been damaged but can still be used.

 

Students are not to share books or loan them to other students, as this often results in problems when one student loses or damages a book which belongs to another student. In such cases, the financial responsibility lies with the student who was issued the book, even if another student was using it.

 

It is imperative that each student keep possession of his/her books at all times. This includes while they are in the physical education locker rooms and during lunch periods. Parents, we encourage you to talk to your child about being responsible for their books.

 

THREATS – All threats (verbal, written, and non-verbal) are considered to be serious and will be dealt with on a Student Disciplinary Action Form.

 

TRANSPORTATION - Bus transportation is provided for students who live 2 miles or more from Hornedo. Students may obtain a bus card from the main office. Riding the bus is a privilege. Inappropriate behavior may result in loss of bus riding privileges. Students on a transfer are not provided transportation.

 

UIL – If a student involved in an University Interscholastic League (UIL) activity (athletics, band, choir, orchestra, cheerleading, speech, etc) is absent more than one-half day on the day before or the day of any competition or performance, he/she MUST present a Doctor’s note to the main office in order to participate in the activity held on that day or the following day.  Any student who is placed into the in-school-suspension classroom may have extracurricular activities revoked as part of a disciplinary action by Coaches or Administration.

 

VACCINES-

 

The changes to the requirements were made in order to update the Texas elementary and secondary school immunization requirements so that they adhere more closely to the recommendations of the Center for Disease Control and Prevention (CDC) and the Advisory Committee on Immunization Practices (ACIP). These changes include:

 

Hepatitis A Vaccine - Beginning August 1, 2009, all students entering Kindergarten, statewide, will be required to have 2 doses of Hepatitis A vaccine.

 

Measles, Mumps, Rubella (MMR) Vaccine - Beginning August 1, 2009, all students entering Kindergarten will be required to have two doses of measles, mumps and rubella (MMR) vaccine.

 

Varicella Vaccine - Beginning August 1, 2009, all students entering Kindergarten and 7th grade will be required to have 2 doses of varicella vaccine. A written statement from a parent (or legal guardian or managing conservator), school nurse, or physician attesting to a child's positive history of varicella disease (chicken pox), or of varicella immunity, is acceptable in lieu of either dose of varicella vaccine.

 

Tetanus, Diphtheria and acellular pertussis-containing (Tdap) - Beginning August 1, 2009, all students entering the 7th grade will be required to have one dose of Tdap vaccine. Students in the 7th grade will be required to have a booster dose of Tdap only if it has been 5 years since their last dose of a tetanus-containing vaccine. Students in grades 8-12 are required to have a booster dose of Tdap if it has been 10 years since their previous dose of a tetanus-containing vaccine. Td is acceptable in lieu of Tdap if a contraindication to pertussis exists.

 

Meningococcal Vaccine - Beginning August 1, 2009, all students entering 7th grade will be required to have 1 dose of meningococcal vaccine.

 

VIPS - We have many parents who volunteer to help on a daily basis.  Parents may help in the front office area, the nurse's office, the library, and even in the classrooms. We appreciate all of our volunteers!

 

WEAPONS – Administration considers any object used to threaten or harm another individual(s), a weapon.  Weapons are prohibited on campus.

 

WITHDRAWALS - A 24-hour notice is required prior to the student's last day of school in order to process data required for withdrawal, clear the student's books and get grades in progress from all teachers.  A PARENT MUST COME IN AND SIGN THE WITHDRAWAL FORM. On the student's last day, he/she must report to the Registrar to turn in all books and clear with all appropriate staff. Any fines or lost books MUST be paid for at the time of withdrawal. Students are responsible for all books issued and library books checked out.

 

UNACCEPTABLE CLOTHING AND DRESS ITEMS

  • body piercing (exception: earrings in the ears) - nurse may report any piercing to parent
  • large earrings pose a safety hazard--may be asked to be removed
  • hair with unnatural color or color combinations - administrator will determine "unnatural"
  • purses larger than a half sheet of 81/2X11 notebook paper
  • clothing with profanity, suggestive, sexually explicit pictures, phrases, or implications, "homey" or "gang- related" tones, including high white knee socks with long shorts, long army belts, white tank undershirts
  • identifications of  gang-alterations to eyebrows, visible tattoos, piercing, or clothing/dress/accessory items affiliated with gangs
  • patches on clothing, hats, etc., one-strap flip flop across toe area, flip-flops, or backless/strapless shoes (can cause a safety hazard on stairs and in hallways)
  • baggy shorts and pants falling below the waist line and large pocketed shorts and pants, including double- sagged pants in the back, visible undergarments, sagging crotches, and pants with frayed bottoms or holes

·         satanic, occult, or grotesque pictures, drawings and/or words on, books, clothing, accessories, shoes, or person (including jewelry, make-up and materials.)

  • pajama wear, low cut shirts or blouses, see-through shirts of any kind, short tops showing stomach (T-shirts under tanks are acceptable)
  • shorts or skorts above the knee, cut-off shorts (frayed), shorts with holes, etc.
  • bandanas, hair nets, athletic headbands, etc.

·         any distracting accessories including caps/hats and sunglasses inside of any building-caps worn outside MUST be worn with the bill of the hat towards the front.

  • steel-toed shoes
  • distractive haircuts (Mohawk style)

 

***  Non-compliance of the dress code WILL result in IMMEDIATE disciplinary action.

 

UNACCEPTABLE ITEMS AT ALL TIMES

  • alcohol and drugs, tobacco products, tobacco paraphernalia, of any kind, on any part of clothing, shoes, or personal belongings
  • knives, guns, clubs, brass knuckles, sharp or pointed items or any thing that could be used as a weapon (includes jewelry with sharp points and objects such as rocks)
  • chains on or off wallet (any length)
  • matches, lighters, fireworks, explosives, stink bombs and poppers of any kind-the possession of these items may result in the involvement of the El Paso Fire Marshall and/or EI Paso Fire Department and/or El Paso School/Police Department.
  • permanent markers, spray cans (including hair spray), shaving cream, silly string or any similar related items, water guns, spraying bottles or any similar related items, shaving cream or any similar related items, liquid white-out, glue, etc.
  • skateboards, mobile boards, roller blades, skates, skate shoes, etc.
  • pagers, headsets of any kind, C.D.’s, tapes, C.D. and MP3 players, Zunes, I-Pods, Game Boys, Nintendos,  PSP players, etc.
  • laser pointers, recording devices, or any like unit,
  • collector items of any kind

In disciplinary action and confiscation (for remainder of the school year).

 

WAYS PARENTS/GUARDIANS CAN HELP TO ENSURE AN EXCELLENT ATTENDANCE PATTERN FOR STUDENTS AND DR. HORNEDO MIDDLE SCHOOL

 

DON’T LEAVE ATTENDANCE TO CHANCE. It is important to keep in close contact with the school to ensure your student’s attendance record is in excellent condition. Get to know the Attendance Clerk, Assistant Principal, and Principal as well as your child’s teacher’(s). Attendance can be monitored through the Parent Portal.

 

FRIDAY ATTENDANCE REPORTS. A good way to keep track of your child’s attendance record is to register for the Parent Portal. You may also request a copy of your child’s attendance record from the attendance office. This record can only be released to parents/guardians.

 

ENSURE THAT NOTES ARE RECEIVED.  Many times an absence will happen for a very good reason. The parent/guardian will have written a note and will have sent that note to school but, for one reason or another, the note does not reach the Attendance Office. Call the office to verify or request an attendance report to correct any attendance issues that may happen. Parents can also check the Parent Portal.

 

DON’T WAIT UNTIL IT IS TOO LATE. As soon as you notice a problem with attendance, contact the school. If it is an unexcused absence that needs to be corrected, immediate contact can avoid many problems. If a pattern of unexcused absences is beginning, the best thing to do is to take action to curb this problem quickly. Unexcused absences can lead to a variety of other issues such as loss of credit.

 

TAKE THE FIRST STEP. Frequent contact with your child’s teachers and the school. Many times frequent communication can help to stop a pattern of non-attendance before it begins.

 

ATTEND PARENT-TEACHER CONFERENCES AND SCHOOL ACTIVITIES.  This will help you to keep in constant communication with the school and will help you to keep constant track of your child’s performance and attendance pattern.

 

KNOW YOUR CHILD’S FRIENDS. This will help to ensure that your child’s friends exert positive influences which will help your child succeed. It will also help you to assist your child in avoiding negative influences that may keep your child away from school.
